Private investigators
We’re committed to protecting our customers from fraudulent acts and reducing claims costs to help keep insurance rates as low as possible. We maintain a list of approved Private Investigators (PIs) who meet our business and qualification standards and provide us with quality investigative services.
Our current list of approved PIs was last updated in August 2015 through a competitive bid process. For more information about accepting and completing new and existing assignments, please refer to the Overview and Performance Standards documents.

Submitting claim reports and invoices to ICBC
Reports and invoices are to be submitted electronically to private.investigators@icbc.com and they will be associated to the claim within 24 hours of receipt. For invoicing, please continue to use the Itemized Statement of Account. Reports will be uploaded to the file and adjusters/examiners will receive an activity to review the report.
When emailing claim reports, supporting documents, and invoices please take note of the following guidelines:
- Only reports and invoices are to be submitted to private.investigators@icbc.com.
- Enquiry emails are not managed by this mailbox and will be deleted. Please continue to send all enquiries to the handling adjuster/examiner.
- Each email should only pertain to one claim.
- Include the ICBC claim number and the claimant’s first and last name in the email subject line.
- Files must not be password protected.
- Emailed drop box links and zip files are not acceptable.
- Do not send reports/invoices previously submitted to ICBC. Duplicate reports/invoices will cause processing delays.
- Do not CC the adjuster/examiner.
- If photos should form part of the report, there is a 25MB restriction on emailed reports. Therefore, we encourage the resizing of photos to accommodate this restriction. Whenever possible, please do not send photos as separate attachments.
Surveillance video submission process:
When submitting surveillance video, please complete the Multimedia Memo and submit it along with the multimedia device. These devices can be submitted to a local claim centre and the multimedia device will be directed to the handling adjuster/examiner for review.
Changes
Pre-qualified PI firms must notify ICBC, in writing, of any changes, by completing the New/Change Vendor Application Professional and forwarding it to BIProviderApp@icbc.com. This is applicable when:
- An approved investigator leaves their employment for any reason.
- An approved investigator is relocated to a different office.
- The firm ceases doing business or amalgamates with another company.
- The firm closes any of its offices.
- The firm changes its name, address, phone, email, or fax number at any of its offices.
- The firm opens a new office from which an ICBC approved investigator will be working.
- The firm hires an approved investigator who was previously working for another firm and wishes to have the investigator’s ICBC resource number transferred to their firm. ICBC reserves the right to refuse the transfer of resource numbers.
- The firm ceases to be in good standing under the laws of its incorporation, if applicable.
- The firm cancels its Errors & Omissions Insurance or it has been cancelled by the carrier.
- The firm cancels its WorkSafeBC coverage.
- An investigator within the firm has his/her PI licence under review or suspension by the Security Programs Division of the Government of British Columbia for any reason.
- An investigator within the firm has his/her driver’s licence suspended or prohibited for any reason.
